Out-of-service rates cover roadside inspections from the last 24 months. The national averages (vehicle 22.26%, driver 6.67%, hazmat 4.44%) are the figures SAFER publishes alongside each snapshot.
SMS measures are FMCSA's severity- and time-weighted violation rates for each BASIC category. Lower is better. Since the FAST Act of 2015, FMCSA does not publish percentiles or alert flags for property carriers, so this page shows the measures and inspection counts. Passenger carriers still have public percentiles, and they show when available.
Fleet makes and model years come from VINs recorded during roadside inspections, so they describe equipment that was inspected, not the full registered fleet.
